Independent Police Complaints Commission & Complaints System for the Turkish National Police, Gendarmerie and Coast Guard

Brief Description of the Project and Main Objectives

The overall objective of the project is to improve the accountability, efficiency, effectiveness of and the public confidence on the law enforcement officers in accordance with democratic principles and human rights. The specific objective of the project is to support the implementation of the basic legislation regarding the new independent complaints system of law enforcement and to make the system functional.

Achieved Results / Expected Outputs

  • Establishing and operationalizing a new citizen-friendly complaint system
  • Establishing a new national registration and case processing system
  • Preparing work plan and strategic plan drafts for the complaint system
  • Identifying stakeholders, and preparing and implementing a public information strategy
  • Under the project, support was provided for the implementation of the Law No. 6713 on the Establishment of the Law Enforcement Surveillance Commission as well as the Implementation Regulation. With the adoption of the said Regulation on 7 August 2019, the Law Enforcement Surveillance Commission became operational and held its first meeting on 20 September 2019.

In addition to the Commission, a central system was established to receive all notifications and complaints regarding law enforcement (kollukgozetim.gov.tr). In order to ensure the effective operation of the system, 1007 Law Enforcement Complaints Bureaus have started to offer service throughout the country.
