The Instrument for Pre-Accession Assistance (IPA) is the instrument used by the EU to support candidate and potential candidate countries for political, institutional, social and economic reforms carried out regarding the accession with financial and technical assistance since 2007.

In this framework, the IPA aims to ensure the harmonization of legislation and practices of beneficiary countries with the EU acquis within the scope of preparation for accession to the EU, to increase the capacity of beneficiary countries for the development of implementation in line with EU standards, and, as a result, to prepare beneficiary countries for the rights and obligations acquired with the accession to the EU.

As a candidate country, Turkey has been benefiting from EU funds for accession to the Union since 2002 and is among the beneficiary countries within the scope of IPA.

In our accession process, projects developed on fundamental rights and freedoms within the scope of Political Criteria and the Chapter on Judiciary and Fundamental Rights (Chapter 23) contribute to the political reform process of our country.
