IPA Fundamental Rights Projects

Within the scope of Türkiye-EU Financial Cooperation IPA-II process, 13 projects were programmed between 2014 and 2020 in the Fundamental Rights Sub-Field, with a total budget of approximately 42 million Euros. The implementation phase of 2 projects are ongoing while 11 projects have been completed.

Besides, after the earthquakes occured in February 2023 in Türkiye, 2 more projects were programmed with the EU funds and their implementations started in the end of the year 2024. With these projects included, during the IPA II period the total budget of the sector reached EUR 70 million and the number of projects increased to 15.

On the other hand, under the IPA III (2021–2027) period, the implementation process of 1 project programmed under the 2022 programming year  started. Programming efforts are ongoing for a total of 8 projects: 1 under the 2023 programming year, 4 under the 2024 programming year, and 3 under 2025–2027 multi-annual programming.

In the Fundamental Rights field, various institutions and organizations carry out projects including the Constitutional Court, the Ministry of Justice, the Ministry of Interior, the Ministry of Family and Social Services, the Ministry of Labour and Social Security, the Ministry of National Education, the Ombudsman Institution, and the Union of Turkish Bar Associations.

Projects are implemented on topics such as freedom of assembly, training of law enforcement officers, strengthening the capacity of institutions in the field of human rights, the individual application mechanism to the Constitutional Court, and the enhancement of the rights of women, children, persons with disabilities, and the elderly.
