Fundamental Rights Training from the Perspective of the EU and Accession
The institutional capacity building works under the Technical Assistance for Strengthening Fundamental Rights Sector Coordination Project started with the Fundamental Rights Training from the Perspective of the EU and Accession.
During the training held in Ankara on 28-29 September, the representatives of our public institutions were informed of the structure of the EU, its functioning, sources of law as well as the place, development and functions of fundamental rights in the EU. Moreover, the participants discussed the main issues related to the Copenhagen Political Criteria and the Judiciary and Fundamental Rights Chapter (Chapter 23). The training was given by Prof. Dr. Sanem Baykal, the Project’s Capacity Building Key Expert.
Project Design and Project Cycle Management Training
The “Project Design and Project Cycle Management Training” was held on 18-19 October in Ankara with the participation of the stakeholder public institutions.
The training, which serves as a general introduction to project design and execution, provided information about the basic institutions, concepts and processes of the Instrument for Pre-Accession Assistance (IPA), and the processes from the idea development stage to the acceptance stage of the projects were discussed. The training was given interactively through workshops by Senior Expert Dr. Petek Kovancı Shehrin.
Women’s Rights Training
The training was given by Assoc. Prof. Dr. İdil Aybars for the representatives of our public institutions active in the field of women’s rights, on 2-3 November 2022, where the EU’s comprehensive acquis and practices in this field as well as the European Commission’s new legislation proposals were discussed.
Moreover, information on the relevant EU strategy and policy documents as well as on the regulations of international organizations such as the Council of Europe and the United Nations was also given in the training.
In the second stage of the Women’s Rights Thematic Area Training held on 1-2 December 2022, the participants discussed the project ideas based on the EU acquis in this area and especially strategy and policy documents. A workshop was also carried out to transfer the project ideas of the participants to the project fiche template.

Freedom of Expression and Information Training
In the training held on 17-18 November 2022 for our public institutions active in the fields of freedom of expression and information, Assoc. Prof. Dr. Ulaş Karan elaborated on the EU Acquis in these areas, while Elena Cherniavska and Antonina Cherevko from the Office of the OSCE Representative on Freedom of the Media discussed media freedom and hate speech.
Moreover, the participants found the opportunity to discuss the relevant EU strategy and policy documents on the freedom of expression, information and press, the ECHR case-law as well as the works and documents of international organizations such as the Council of Europe and the United Nations. The trainers also provided important information on the EU acquis in this area and the practices of the Member States.
As part of the training, Elena Cherniavska and Antonina Cherevko made a detailed presentation online for the participants on the duties of the OSCE and the scope of media freedom and hate speech. The Second Stage of Freedom of Expression and Information Training was held on 13-14 December 2022.
During the training, the participants worked on developing ideas suitable for IPA projects while gaining experience on design and writing methods.

Children’s Rights Training
In the training held in Ankara for our public institutions active on children’s rights on 22-23 November 2022, Senior Expert Adem Arkadaş-Thibert talked about the comprehensive acquis of the EU in the area of children’s rights and the good practices in the Member States.
Moreover, information on the relevant EU strategy and policy documents in the field of children’s rights as well as on the works of international organizations such as the Council of Europe and the United Nations was also given in the training.

Anti-Discrimination Training
The training was given by Prof. Dr. İlke Göçmen for the representatives of our relevant public institutions on 29-30 November 2022, where the participants discussed the EU acquis in the field of anti-discrimination, the good practices of the Member States and the principle of equality within the framework of different Union policies.
During the training, the participants were informed of the case-law of the ECHR and the CJEU, EU strategy and policy documents as well as the work and documents of international organizations such as the Council of Europe and the United Nations.
Women’s Rights Project Development Training
The second stage of the Women’s Rights Training titled “Project Development”, following the first stage held in November, was completed on 1-2 December 2022 with the participation of public institutions working in the field of women’s rights.
In the training given by Senior Expert Dr. Petek Kovancı Shehrin, there were discussions on possible projects on women’s rights, the priority area of the IPA Fundamental Rights sector.
Freedom of Expression and Information Training Project Development Training
The second stage of the Freedom of Expression and Information Training was realized on project development on 13-14 December 2022 with the participation of relevant public institutions.
In the training, the participants discussed the project ideas under freedom of expression and information and gained experience in project design. The training was given by Senior Expert Dr. Petek Kovancı Shehrin.
Children’s Rights Project Development Training
The second stage of the Children’s Rights Training was realized on project development on 20-21 December 2022 with the participation of the public institutions working in this field.
In the training given by Senior Expert Dr. Petek Kovancı Shehrin, the participants discussed the possible project ideas on children’s rights and gained experience in project design.
Anti-Discrimination Project Development Training
The second stage of the Anti-Discrimination Training on project development, following the first stage held in November, was held on 16-17 January 2023 with the participation of IPA Fundamental Rights stakeholder institutions.
In the training given by Dr. Petek Kovancı Shehrin, representatives from public institutions working in the field of anti-discrimination received hands-on training on project design and project writing, and discussed project ideas in the field of anti-discrimination.
Prevention of Torture and Ill-Treatment Thematic Training
The First Stage of the Prevention of Torture and Ill-Treatment Thematic Training was given by Tuğçe Duygu Köksal on 19-20 January 2023 with the participation of IPA Fundamental Rights stakeholder institutions. In the training, information was shared on the EU acquis, Council of Europe standards and good practices in EU Member States.
Moreover, the relevant EU strategy and policy documents and the work of international organizations such as the Council of Europe and the UN were discussed.

Rights of the Persons with Disabilities Thematic Training
The first stage of the training for the Rights of the Persons with Disabilities, one of the 10 thematic areas identified under the Technical Assistance for Strengthening Fundamental Rights Sector Coordination Project was held on 24-25 January 2023 with the participation of stakeholder institutions.
In the training given by Assoc. Prof. Ayşe İdil Aybars, the EU acquis and practices regarding the rights of the persons with disabilities were discussed, and the relevant EU strategy and policy documents and the work of international organizations such as the Council of Europe and the United Nations in this field were shared.

Institutionalization of Human Rights Training
Within the scope of the EU fundamental rights acquis, the Institutionalization of Human Rights Thematic Training was held on 28 February-1 March 2023 with the participation of public institutions working in the field of fundamental rights.
In the training, information was given about the national and international human rights mechanisms, the relevant EU acquis and practices in EU Member States.
In the training given by Prof. Dr. İlke Göçmen, Prof. Dr. Sanem Baykal and Dr. Michael Mauerer, the experiences of the Austrian Ombudsman were shared as an example of good practice.

The First stage of the Freedom of Assembly and Association Thematic Training was held on 6-7 March 2023 with the participation of public institutions working in the field of fundamental rights.
In the training given by Attorney Tuğçe Duygu Köksal, the EU acquis regarding freedom of assembly and association and good practices in EU Member States were discussed. Moreover, information on the relevant EU strategy and policy documents as well as on the works of international organizations such as the Council of Europe and the United Nations was also shared in the training.

Rights of the Persons with Disabilities Project Development Training
The second stage of the Rights of the Persons with Disabilities Thematic Training titled “Project Development”, following the first stage held in January, was completed on 9-10 March 2023 with the participation of public institutions working in the field of rights of the persons with disabilities.
In the training given by Dr. Petek Kovancı Shehrin, the participants gained experience on project design and discussed on possible projects on the rights of the persons with disabilities, one of the priority areas of the IPA Fundamental Rights sector.
Institutionalization of Human Rights Project Development Training
The project development training on the “Institutionalization of Human Rights” one of the 10 thematic areas identified under the Technical Assistance for Strengthening Fundamental Rights Sector Coordination Project was held on 21-22 March 2023 with the participation of stakeholder institutions.
In the training given by Dr Petek Kovancı Shehrin, the participants gained experience on project design by discussing project ideas under the title of institutionalization of human rights.
Thematic Training on Digital Rights
The Digital Rights Thematic Training took place on 14-15 June , with the active participation of stakeholder institutions dedicated to fundamental rights.
On the first day of the training, information about digital rights was provided by Assoc. Dr. Mehmet Bedii Kaya. On the second day, Daniel Drewer, Data Protection Officer of Europol&Head of the Europol Data Protection Unit, delivered a presentation on personal data protection.Throughout the training, participants examined various important documents, including the EU acquis, Council of Europe conventions, United Nations instruments, as well as international strategies and policy documents.

Project Development Training on Digital Rights
Project development training on Digital Rights, took place on June 20-21 with the participation of the stakeholder institutions.
During the training led by Dr. Petek Kovancı Shehrin, participants engaged in discussions regarding potential project ideas on digital Rights and gained experience in project design.
Thematic Training on Horizontal Issues 6 – 8 June 2023
Thematic meetings providing an opportunity to strengthen cooperation and dialogue among IPA Fundamental Rights stakeholders continued with the Thematic Meeting on Horizontal Issues which was held in five sessions on 6-7-8 June, with participation of the stakeholder institutions.
The training covered EU’s comprehensive acquis and good practices on Environment and Climate Change, Business and Human Rights, Civil Society and Rights-Based Approach, Disaster Risk Reduction and Fundamental Rights, Gender Equality and Women’s Empowerment. It also addressed relevant EU strategies and policy documents, and the instruments of international organisations such as the CoE and the UN in these fields.
